In the bowl of a stand mixer, or by hand, cream the butter, white granulated sugar, and brown sugar until light and fluffy, 4 minutes.

Scrape the bowl and add the egg, peanut butter, baking soda, salt, and vanilla extract. Mix to incorporate, 2 minutes.

Add flour and rolled oats. Mix until no streaks of flour remain, 1 minute.

Spray a 9x13 baking pan with nonstick spray and spread batter evenly to the corners and sides.

While the bars are baking, prepare the peanut butter glaze. In a small bowl, mix the powdered sugar, peanut butter, and heavy cream. Whisk until smooth and the mixture is thickened but runny, making ribbons on itself. Set aside until ready to use.

When the bars are finished baking, remove from the oven and sprinkle with the chocolate chips. Let the chocolate chips melt for 5 minutes then spread evenly over the bars.

Drizzle the prepared peanut butter glaze over the chocolate and spread with an offset spatula slightly mixing the glaze and chocolate. Allow the chocolate and glaze to set before cutting, 2 hours.
